POLICIES:
In June 2007, the Government submitted, after two years of public debate, a Federal Law on the Promotion of Culture (Kulturförderungsgesetz - KFG) to the Parliament. This law framework, which has been combined with new regluations for the national cultural foundation (Pro Helvetia), stipulates regulations on the division of competences and responsibilities in matters of culture at the Swiss Federal level. Inter alia, the draft law prioritizes, in article 8, projects which contribute especially "to the development of the cultural and linguistic diversity" in the country (which refers mainly to the 4 recognized language areas).
The provision of art. 15 which gives the federal Government the right to take measures in favour of "travellers, to enable a lifestyle which correponds with their culture" ("Der Bund kann Massnahmen treffen, um den Fahrenden eine ihrer Kultur entsprechende Lebensweise zu ermöglichen.") can be considered novel, by European comparison. This provision, however, has been criticised by an NGO, since it singles out travelling gypsies, which are considered as only one of the different ethnic groups to be found in Switzerland (Travellers, Sinti and Roma).

EX: The Text Campaign «Ohne Ausgrenzung» (Without discrimination, 2007), following on 10 years after another very successful campaign ‘The beautiful appearance' (1997), it chooses 15 people who clearly reject all unequal treatment and racially motivated discrimination. A large public response is expected.
